After getting the form notarized (from a UPS store that has a public notary available), I made a second trip to the consulate and was able to submit the documents! (btw, I was in the queue for 1.5 hours!,,,Those of you going to the NY consulate, make sure u get there when doors open!)
Something new had to pop out.. So, after submission I was told the process could take four weeks because they need some sort of clearance from the consulate that issued the original passport. If less than 20,000 MS H1B applications were received on April 2, what will be the rules of the lottery? Will all those whose applications were received on April 2 be guaranteed a H1? In this case,will lottery apply for April 3 and April 4?
If an application is received on April 2 and there are enough h1s available then clearly that application wont be subjected to a lottery. Lottery is only applicable to applications received on the same day when there are not enough h1s available.

It is good idea. And ofcourse better than visa number, EB1/EB2/EB3 and all other crap. Countries like UK, Canada, etc. have similar kind of immigration policies.

My wife has the same problem and problem became apparent when she was in India in March to get H1 Visa stam. 3 years back when she got her first visa stamp, we had used Last name first name format in the application form. However this time the Embassy did not accept it, in the visa issued they stamped FNU (Family name Unknown) in the section marked Given name !!! and mentioned her Firstname, lastname in section marked Surname (Exact opposite to what is in her passport !!!!). When my wife pointed this out to embassy officials, they said it is the SOP in this situation and adviced her to correct the Passport.
As I understand, correcting the name in Passport should'nt take much time. Is'nt it same day service?

The ND only represents the date data-entry is made. This is the date which is mentioned erroneously as "received date" on the USCIS online system. Now this thing has been mentioned at USCIS liaison meetings by center directors and thro' AILA several times (I will post the reference as soon as I find it).
That said whenever I talked to NSC officers (not the National Customer SC non-officers or regional call center IIO's or Infopass ignoramuses) ..officers who personally were aware of the going on's at the service center they said the Notice date does not carry any value for case adjudication priorities and the CLAIMS 3 systems only sequences (or sweeps as they call it) as per the PD and RD (when needed).
Further, since I see all the notes made for my approved I-485 (thro' FOIA) including the worksheet completed by contractors. I clearly do not see any notations mentioned with reference to the ND on it...
That said, for the OP, since your RD is very close to the "official" processing date there are all chances that your application might have already gone under the eyes of a CAO (Center Adjudication Officer). Call NSC directly and ask since you are so close and especially since your date is going current next month....you want to make sure that your file is either pre-adjudicated OR assigned to an officer.
Normally, RD (on your receipt), and actual data entry date followed by the notice should be in quick succession. Logically, ND is just a notice date, therefore, when questioned they are correct in saying that ND has no relevance for any processing decisions. Due to high volumes of July/Aug 07, a lot of case files were just lying in warehouses for months before a center agreed to accept them. That's why you see online RD so different (and very close to ND).
If your statement in your first para is true, centers will have to do a lot of work for manually sorting thousands of cases before placing them in cabinets, which is quite impractical. Unless somebody is forcing them to do so, it is highly unlikely to happen. Note that issues under discussion are impacted by high volumes of July/Aug 07 for which systems are not designed. Also, as most cases are not PD dependant, USCIS systems don't handle them well, as they are not designed for handling PD based cases efficiently.

I read on Rajiv Khanna's blog that PD for LC substitution cases should be the date when I-140 is filed for substitute however, there is evidence that USCIS has wrongly assigned orginal priority date of LC filing, to substitute (I have seen this happening in one case at least, where susbstitue got priotity date of LC).

I grow different kind in my backyard. It all depends on the size of your backyard and which zone you live in states. I live in virginia. By this August end /september first week summer crop will end. I grow tomatoes(30 plants), Mint, snake guard, water melons (15 plants), cantaloupes(10 plants), carrots, okra, spinach , chillis. Its fun and hard work too. You need to dig the soil, mix with top soil or garden soil and cultivate it. Every week fertilize it. This is my first year gardening. I have around 3000 square ft of back yard. i do not know what to do with that. I cannot maintain Lawn in back yard. So I decided to grow vegetables.
I am eagerly waiting for my fall garden..I am planning to grow tulips,beets,cilantro,carrots,potato,peas etc., If I can get same space for garden In India and work place just 3 miles from home , I can happily go back to India.

Where do you get the seeds from? I get seeds like Lauki (bottle gourd), Turai (Ridge gourd) etc from amazon. I was never able to grow cantaloupes and melons successfully.

The labor substitution was meant to have the employer not lose his place in the queue. However people started abusing it and that was closed.
So if any, please focus your energy on recapture.

I agree that properly user Labor substitution is not a wrong thing to do. My employer had an approved labor and the guy had left so he used it for me since it is the same position skills etc. By the way, I have been in the US since 2000 and had not applied till 2005. So it is a valid thing to do if not abused. As to those cases where they paid money to get the labor sub done, I agree it is unethical.
So if any, please focus your energy on recapture.

What documents were u asked to submit...could you please enlist....well June 25 is fairly recent....you should be fine then.
Mine was RFE last November......and am not sure what's the status is....
